THE SOVEREIGN INSTITUTE

research

The core activity

The Institute studies how AI is actually used in regulated and operational environments, and what those environments genuinely require. Everything else it publishes rests on that work.

The SIA Manifesto

Intelligence. On your terms.

Seven chapters on what sovereign AI means for people, companies and the future we build.

Three strands

01

Benchmarks

Model by model and task by task, on the work each industry actually does. A general-purpose leaderboard tells a regulated organisation very little about its own work: knowing that a model scores well on a broad reasoning test says nothing about whether it can be trusted to triage a case file, reconcile a shipment record, or draft an evidential summary.

The Institute builds benchmarks at the level of the task, for the sectors it covers, and publishes both the results and the method so that any result can be reproduced independently.

In development. To be published openly.

02

Practitioner consultations

International consultations with investigators, analysts, operational specialists, supervisors and prosecutors. Sector requirements come from the people doing the work rather than from assumptions about it.

Each consultation is confidential, voluntary, and analysed in aggregate. Contributing organisations receive the blueprint for their sector at no charge.

03

Research papers

Published findings that organisations, regulators and policymakers can use to set their sector's policy and compliance priorities on evidence rather than on vendor claims.

Each paper states what was measured, how, and what remains unknown.

Why the results can be trusted

No vendor can pay for inclusion in a blueprint or for a benchmark result. Methods are published so that any result can be reproduced independently. Any material support the Institute receives is disclosed alongside the work it relates to.

The Institute does not endorse or recommend products. It measures them and publishes what it finds.

Take part

If your organisation works in one of these areas, your experience shapes what gets built. Consultations are open to practitioners and to the organisations that support them.
